WyoLotto® announces Loy Jackson’s retirement, appoints Dustin Grantham as new CFO

Nov. 24, 2025 – WyoLotto officials announced that Loy Jackson, who has served as the company’s Chief Financial Officer (CFO) for over 8 years will retire effective the end of 2025. Dustin Grantham has been appointed as the new CFO effective immediately. And, to ensure a seamless transition, Jackson and Grantham have been working closely over the last few months. 

“Loy has been a tremendous asset to us, and her leadership has been instrumental in our success,” said Jon Clontz, WyoLotto CEO. “We are incredibly grateful for her years of dedicated service and the lasting impact she has made. Her financial stewardship has positioned us for continued growth, and we wish her all the best in her retirement.”

During Jackson’s tenure, she played a pivotal role in building WyoLotto’s financial foundation and leading WyoLotto through successful independent audits every year. She is recognized for her integrity, financial discipline and operational excellence.

“It has been a privilege to serve as the CFO,” said Jackson. “I am deeply grateful for the opportunities I’ve had and for the wonderful colleagues I’ve had the pleasure of working with. I have full confidence in Dustin’s leadership and am committed to ensuring a smooth handover.”

“I’m genuinely excited to join the Wyoming Lottery team. I look forward to applying my knowledge and skills to help continue growing the lottery in a way that benefits not only the organization, but the entire state of Wyoming,” Grantham said.

“Dustin will be a tremendous asset to our executive team, helping us maximize giving back to the state. We are statutorily required to give 75 percent of our net income back to Wyoming, and we are usually able to exceed that because of the diligence from our team and CFO. We are all focused on giving back to Wyoming,” Clontz added.

WyoLotto transfers to Wyoming at least 75 percent of net income each quarter to the State Treasurer per state statute. Those dollars are then distributed to all of Wyoming’s cities, towns and counties based on sales. Since the launch of the lottery in 2014, WyoLotto has given back over $44 million in transfers, another $150 million in winnings to players, and more than $22 million to retailers in commissions.
